UN Council Backs Donald Trump's Gaza Strip Initiative

The Security Council has voted to endorse measures advanced by President Trump for achieving a durable ceasefire in Gaza, featuring the stationing of an international stabilisation force and a possible route to a independent Palestine.

Unanimous Support with Notable Abstentions

This measure was approved by a count of thirteen in favor, with Russia and China choosing not to vote. America's representative the American delegate informed the council chamber that it set “a fresh direction in the area for both sides and all the people of the region alike”.

Compromise Language on Palestinian Statehood

The inclusion of allusions to an self-governing Palestine was the concession the US agreed to for backing from the Arab and Islamic world, who are likely to contribute peacekeepers for the international stabilisation force (ISF).

“Provisional steps that we start today must be carried out in following international law and honoring Palestinian rights,” the UK chargé d’affaires affirmed.

Israeli Objection Persists

Nonetheless, on the brink of the UN vote, PM Netanyahu reiterated his government’s strong objection to the establishment of a independent Palestinian entity, creating uncertainty on whether Tel Aviv will permit the enactment of the Council-backed plan.

Key Provisions of the Resolution

  • Prompt removal of existing limitations on humanitarian aid into Gaza
  • Formation of an international stabilisation force
  • Moves towards reconstruction and a potential “pathway to Palestinian independence and statehood”

Unclear Language and Stipulations

The reference to Palestinian statehood was a compromise addition to an original American proposal which omitted it. But the wording is vague and conditional, declaring only that once the Palestinian leadership has reformed itself and the restoration of the strip is progressing, “the circumstances may finally be in readiness for a credible pathway to Palestinian self-determination and nationhood.”

International Feedback

The language fell far short of the firm commitment to the building of a Palestinian state alongside Israel requested by Arab and Islamic states, as well as EU representatives, but in speeches to the assembly after the vote, delegates from those states said they were ready to support the compromise in the benefit of prolonging the present ceasefire and immediate measures to provide for and safeguard the over two million Palestinians in the territory.

“We has ultimately decided to endorse of this resolution, a text that we approve its main goal, namely the continuation of the truce and the establishment of situations enabling the Palestinians to assert their basic entitlements to sovereignty and sovereignty,” Algeria's representative announced.

Practical Difficulties

The resolution gives overall oversight authority to a “peace board” headed by Donald Trump, but of unspecified participants. The group has to inform the United Nations but it is not required to follow the desires of the UN or by the Palestinian Authority.

Additionally, it requires the establishment of a specialized Palestinian group that is supposed to run daily administration of the territory and the delivery of services, but it is highly uncertain who would take part.

Stabilisation Team Mandate

The mandate of the international stabilisation force authorizes it to disarm and dismantle armed groups in Gaza, but it is highly uncertain that possible sending countries would consent to confront such factions. None of the states has so far agreed to sending peacekeepers.

Furthermore the requirements for changes to the PA, the prerequisite towards steps to Palestinian statehood, have been hazy.

European diplomats said they considered it urgent that the identities of the expert panel to provide utilities was agreed as quickly as possible.
