The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track missile launches from Russian territory, a capacity enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Not long after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This trend will, certainly, endure.

Strategic Calculations

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does nothing to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its favour in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
