Halligan took over as US attorney last month following Donald Trump became frustrated regarding the progress of inquiries targeting political opponents.
The move marks a recent strategy to weaponize the DOJ to target adversaries.
This occurs two weeks following Halligan obtained indictments against James Comey.
Experienced attorneys wrote a document regarding that situation detailing the reasons charges were not warranted.
Comey pleaded not guilty recently.
